Constitutional Court Employees: We Condemn “Acts of Cruel, Inhuman and Degrading Treatment, Deliberate Persecution, Groundless Detention and Physical Violence”

On November 29, employees of the Constitutional Court of Georgia published a statement opposing “Georgian Dream’s” decision to suspend European integration and condemning violence against peaceful protest participants. The statement is signed by 16 employees.

“We, the employees of the Constitutional Court of Georgia, share the spirit of statements issued by public servants and, with understanding and belief in our professional responsibility, loyalty to the rule of law and principles of democratic state, consider that:

The removal of Georgia’s EU membership negotiations from the agenda until 2028 significantly damages one of the foundations of our state’s identity, independence, and free development – the European integration process, which has been elevated to constitutional rank.

This decision disregards the constitutional will of Georgian citizens and contradicts the constitutional obligation established by Article 78 of the country’s supreme law, according to which constitutional bodies must, within their competencies, take all measures to ensure Georgia’s full integration into the European Union and North Atlantic Treaty Organization.

Furthermore, we condemn the acts of cruel, inhuman and degrading treatment, deliberate persecution, groundless detention and physical violence against peaceful protesters and journalists through the use of police forces and special means on November 29, 2024, and believe that this violates fundamental rights and freedoms guaranteed by the Constitution of Georgia.

We call on those responsible for exercising public authority to remain loyal to the order established by the Constitution of Georgia, change the decision to remove EU membership negotiations from the agenda until 2028, and take appropriate measures to stop Georgia’s isolation from European society and its accompanying negative consequences.

At the same time, we ask public servants employed in state bodies to express a clear position regarding the ongoing events.”
