On October 16, Ukraine’s Rada approved President Volodymyr Zelenskyy’s “Victory Plan,” reports Ukrainska Pravda. The plan consists of five key sections: geopolitics, two military sections, economics, and national security, plus three classified annexes.
The geopolitical aspect envisions Ukraine accepting NATO integration, indicating Russia’s geopolitical defeat.
The second section covers continued Ukrainian Armed Forces operations on Russian territory, strengthening military positions in occupied Ukrainian territories, receiving military aid including reserve brigades from partners, enhancing air defense to protect cities and villages, using Ukrainian-made missiles and drones in operations, lifting restrictions on long-range weapons from partners, and receiving real-time satellite intelligence.
The third point addresses military deterrence aspects, primarily creating a comprehensive non-nuclear strategic deterrence package on Ukrainian territory. This includes a classified annex developed in agreement with leaders of the US, UK, France, Germany, and Italy.
The economic section focuses on protecting Ukraine’s critical resources and developing economic potential in partnership with the US and Europe, while increasing existing economic pressure on Russia.
The final section on Ukraine’s security envisions integrating Ukraine’s experienced military forces into NATO alliance operations, including potentially replacing American troops in U.S. Army contingents in Europe with Ukrainians, subject to partner approval.
Addressing the Rada, Zelenskyy emphasized that his “Victory Plan” has a specific timeframe, stating that if implementation begins in the near future, Ukraine could end the war by next year. He stressed that the plan’s success depends on partner support.
“Together, Ukrainians and our partners must change circumstances to end the war, regardless of Putin’s desires. We need to create conditions that force Russia to seek peace,” Zelenskyy said in his parliamentary address.
The plan has already been presented to President Joe Biden and presidential candidates Kamala Harris and Donald Trump during Zelenskyy’s U.S. visit. He plans to present the “Victory Plan” in Brussels at a special European Council meeting.
